Citing Procedure

A citing complaint can be made where it is alleged that a Player committed an act of foul play in respect of which a red card was not issued.

A citing complaint can only be made by a club which participated in the match in which the alleged act of foul play occurred.

The citing complaint must be in writing or on a citing form, which can be found on the RFU website under Disciplinary forms and addressed to the Discipline Secretary of the Constituent Body to which the cited Player’s club is attached where known or to Surrey Discipline Secretary. The complaint must be submitted by the club’s President, Chair, Secretary or other person duly authorised by the club.

A citing fee will need to be paid of £150 at the same time to Surrey Rugby.

The citing complaint must be received by Surrey Rugby Discipline Secretary no later than the 7th full day following the day on which the alleged act of foul play occurred. Explanatory note: For matches which take place on a Saturday, the 7th day will be the following Saturday. For example, Game played: Saturday 1 April Citing deadline: Saturday 8 April 5.

For a citing to be valid, the complaint must contain the following information:

(a) Match details to include the date, participating teams and venue.

(b) Details of the alleged act of foul play to include: the specific law which is alleged has been breached; the approximate time in the match at which the alleged act of foul play occurred; the location on the pitch at which the alleged act occurred; the score at the time; a precise description of the alleged act and the reason why it is contended that it merited a red card.

c) The identity of the alleged offender or, if not known, sufficient information to enable that person’s identity to be determined.

(d) Such evidence such as witness statements, video footage of the alleged act of foul play, medical evidence as is available at the time the citing complaint is made.
